Yes, you're right, the answer is : OUTLANDISH. Well done !

4. Foreign student among one thousand in confusion - very,very strange (10) O - - - - - - I - -

Here's the breakdown.
First, the meaning :- - "Very, very strange" is one meaning, but the word "outlandish" or "out-of-the-land"
is an archaic term for "foreign". It is a straight translation of, and no doubt comes from, the German word "ausländisch", which is their normal, everyday word for "foreign".

So, the clue means, "foreign".
The phrase, "in confusion" is not there to confuse, but to indicate an anagram.
The anagram is made up from : L (student) . . . I (from the number ONE) . . and T-H-O-US-A-N-D

all of which spell out : OUTLANDISH

Right ? :smile:

Just being abstruse with an outlandish pronunciation! I think it came from some old US film character, fairground barker maybe, possibly played by W C Fields or someone similar.

Clue : Soldiers given small measure of juice - don't accept it

The answer I had in mind is : REVOLT

Basically it means : they "don't accept it" - i.e. they "revolt"

It's made up from - RE (soldiers - Royal Engineers)
- VOLT = (a small) unit measure of electic potential - "juice" = electricity

Sorry if I seemed to hog the stage too long. Didn't mean to.
