BTW, I agree that "carte blanche" does tend to mean some sort of open mandate. I guess I went with the literal link with the Latin phrase "tabula rasa"

(I have absolutely no memory of having ever seen this word but, talking to the owner of my favourite 2nd hand book shop about a book he was reading he said something about, "...a funny word for old printed books." From out the the dark and dingy recesses of that dried up, wrinkled thing I call my "brain", "Incunabula", was immediately ejected. Strange thing, memory...)
