The Brexit vote, and what drove it in 2016, has been discussed extensively, and that won’t stop in March 2019. But we do know that many people on low incomes voted to leave, feeling locked out of opportunities and left behind.

However, our latest analysis suggests that many of those people could face an impossible situation where they have less choice and control – even over their own lives – due to the possibility of being swept into poverty after the UK leaves the EU.

Living costs for low-income households are estimated to increase by £480 per year in a ‘No Deal’ scenario. These costs appear to rise by smaller amounts under the other scenarios we modelled.

In addition to low pay, high housing costs and freezes and cuts to benefits and tax credits, Brexit could see more and more families become locked in poverty.

I can’t promise life will be rosy after Brexit, says Liam Fox
Leaving the European Union would not guarantee a rosy economic future for the UK, the international trade secretary Liam Fox has admitted.

In a frank assessment of Britain’s prospects Dr Fox said that fellow Brexiteers needed to beware of succumbing to “irrational positivity”.

He said that Brexit offered opportunities but the UK would still be subjected to “buffeting pressures in the global economy” that the government would not be able to control.

Dr Fox’s remarks will be seen as a rebuke to Boris Johnson, the former foreign secretary, who has talked repeatedly of a “glorious vision” for the future of a Britain free from interference from Brussels.

They also, however, reflect concerns among the Conservative right that post-Brexit Britain will be seeking economic growth from free-trade deals at a time when the world is becoming more protectionist.

Dr Fox made his comments in an interview podcast for The Truth Trade website. In it he warned supporters of Brexit not to fall into the trap of those who want Britain to stay in the European Union by overstating the direct effects of the decision to leave.

“We have got to be rational and say that everything will not be wonderful because we are leaving the European Union,” he said. “We have to say there are great opportunities that come from Brexit but that is not a guarantee that everything is going to be rosy on the other side.

“Let’s not have an irrational positivity, but look at the opportunities and look in a balanced way at the pluses we can control. We will be subjected to the same global pressures as before.”

In the interview Dr Fox, who was one of the six Brexiteer cabinet ministers who signed up to Theresa May’s Chequers plan, also made clear that his support for the proposals was conditional and hinted that the deal could ultimately be scaled back to a simple Canadian-style free-trade agreement supported by other Brexiteers.

“We’ll see what happens,” he said. “A lot of the Chequers [deal] is very challenging to the European Union.

“They have said they will offer Britain a much better deal than any other country but they will not offer a deal that compromises their current institutional relationships. We have to wait and see what that means.

“This is a negotiation. We will negotiate this and then we will determine whether we think this is a good deal or not a good deal for Britain.”

Dr Fox also explicitly criticised the former Leave campaign, led by Mr Johnson, for promising an extra £350 million a week for the NHS, although he acknowledged that this might have helped to sway voters.

“I was never particularly comfortable with the numbers,” he said. “I would have preferred us to make the point more generally. But the point was correct that in leaving the European Union we would have more money to spend on the things that matter to voters.”

Nicky Morgan, the Conservative chairwoman of the Treasury select committee, praised Dr Fox for being a realist. “The whole debate needs to be less black and white,” she said.

The Labour MP Chris Leslie, who is supporting the campaign for a second referendum, said it appeared that Dr Fox was “disagreeing with himself”. “One Liam Fox touts all the supposed benefits of Brexit, like fantasy free-trade deals, while the other admits that leaving the EU is no guarantee of a rosy future,” he said.

Disaster looms: Cobra meet over no-deal Brexit
It has been claimed that secret meetings of the Cobra emergency committee are being held to prepare for the UK crashing out of the EU.

Usually Cobra – which stands for Cabinet Office Briefing Room A, where the group meets – is only convened in response to events that threaten national security like natural disasters or terrorist attacks.

Labour’s Anna McMorrin said the Cabinet Office was preparing for the “very real threat” of no deal by undertaking civil contingency planning and holding the meetings.

De facto deputy prime minister David Lidington did not deny the claim, saying it was right that the civil contingency secretariat plays an “active part in contingency planning for all eventualities”.

Ms McMorrin (Cardiff North) asked the Cabinet Office minister during departmental questions in the Commons: “We know the Cabinet Office is preparing for the very real threat that is no deal, with secret Cobra meetings and civil contingency planning.

“Business leaders are warning of the disaster of a no deal or a bad deal. Isn’t it about time we put this decision, the biggest facing our generation, back to the people for a people’s vote?”
