The problem with tenders for health care; it is not like tendering for a box of pencils. There have to be clear award criteria that are rigorously followed, I suspect that it wasn't the case here. Remember Virgin Trains appeal against the West Coast award, Virgin won in because the DfT had messed up...

Actually, reading the article on the BBc website it doesn't say who's taking over and talks of going out to tender in November. Surely the Met Office will be able to tender?
