I also think that one of the key choices is "How to spend your time".
I don't switch energy users or go to different shops to get cheaper foods because time is more precious and as long as I feel I'm getting an 'ok' deal I'll settle for that.

I do not know what the short term solution is.

Long term it has to be to ensure that the countries that they are currently leaving are no longer basket cases or involved in a war. That means better targeted aid and improved diplomacy. Easy to say, very difficult to do.
