No, maybe not, but it is certainly a metaphor for some of the ills in maintained sector education.

The school's job is to educate. I'm frightened by the idea that schools are raising our kids.
It frightens me too, yet as Pastoral Leader at my school I no longer amazed when the school has to do the job of nurturing values because the child is bereft of basic social skills.

Private medicine and public/independent schools exist because often those who can afford it feel they are more entitled to quicker and better health care. They don't want to have to wait and their money buys them position and privilege. Yet, they are often the first to take advantage of less fortun...

They should be nurtured, not forced. The Scandinavians could teach us a lot about early education and they do better in the International league tables than either England or Scotland.
